Davis, the son of Herman and Florence Davis, was born in Brooklyn, New York City, into a Jewish family. Both an electrician and a salesperson, his father was. In Brooklyn’s Crown Heights, Davis was reared.
At the age of 47, his mother passed away, and Davis’s father passed away the next year when he was still a teenager. He subsequently relocated to Bayside, Queens, where he resided with his married sister.
He studied at the New York University College of Arts and Sciences, where he earned a political science degree and Phi Beta Kappa in 1953. He graduated from Harvard Law School in 1956 after receiving a full scholarship there and serving on the Board of Student Advisers.
